Yes. It is pure development. The system is only kind to you and does most of the programming for you.
You still need to create the basic structure in transaction SE11 and you'll often have to make small amendments to the scree lest it looks horrible.
(If special logic is needed, obviously there's more programming)
So, you'll need a developer key and you should have at least basic developer skills, most notably data dictionary and Screenpainter.
